Bubbles are vapours of that liquid. Ideally, they can form anywhere inside the liquid where the temperature is equal to the boiling point.
However, they are usually formed at the heating surface like base of the vessel while boiling water since in other regions their heat would be dissipated to the surroundings
When we start to boil water the bubbles are formed which are composed of dissolved gas present in water.
As temperature increase the solubility of a gas in water decreases.
So, the dissolved air bubbles come out of the water. These bubbles are basically dissolved gases in water.
