Explain why, a charged balloon is repelled by another charged balloon whereas an uncharged balloon is attracted by a charged balloon.

A charged balloon is repelled by another charged balloon because both the balloons contain the same type of charges. We know that like charges repel each other.

When one balloon is charged while the other is not then the charged balloon repels the like charges and attracts the opposite charges present in the other balloon. Thus, one area of balloon that is closer to the first balloon is filled with opposite charges with respect to the first balloon and the other area that is far away from the first balloon is charged with a similar type of charge as that of the first balloon. In total, the balloon is neutral with equal number of charges of both types.
