$4 x^{2} - \frac{y^{2}}{25}$
= $(2 x)^{2} - {(\frac{y}{5})}^{2}$
We know that appropriate identities $x^{2} - y^{2} = (x - y) (x + y)$
Here x=2x and $y = \frac{y}{5}$
$(2 x)^{2} - {(\frac{y}{5})}^{2}$
= $(2 x - \frac{y}{5}) (2 x + \frac{y}{5})$
