i.e. line passes through $(-3,0)$

$3x+5y=1$ Slope$=\frac{-3}{5}$

Slope of line perpendicular to it$=\frac{5}{3}$

$(-3,0)m=\frac{5}{3}$

$y=\frac{5}{3}(x+3)$

$3y=5x+15$

$\therefore$ Line is $5x-3y+15=0$
