We have to convert the quantities to the same unit.
1 m = 100 cm
∴ Ratio of the first quantity (100 cm) to the second quantity (60 cm)$=\frac{\mathrm{First}\mathrm{quantity}}{\mathrm{Second}\mathrm{quantity}}$
$$\begin{gathered} =\frac{100}{60} \\ =\frac{100÷20}{60÷20}=\frac{5}{3} \\ =5:3 \end{gathered}$$
