Let us assume that the velocity of block C and pulley P3 i.e. VP3 be upward respectively and taking upward positive we have

From string constraints
VBcos60=VP2 VP2=6cos60=3 m/s
For pulley P3:
VP3=VD+VA2=042=2 m/s
Again for pulley P2:
VP2=VC+VP32=VC22
3=VC22 VC=8 m/s
Hence, the velocity of block C is VC=8 m/s, upward.
