The stars presented to company C is $\frac{1}{4}star$.
When it is converted to a rating on 10 scale, it will become $\frac{1}{4}\times 2=\frac{1}{2}$.
However, the problem in pictographs is you can not determine the portion of the picture the image represents.
For example, in this case, company C has $\frac{1}{4}$ star but the creator might have intended $\frac{1}{3}$ star.
This makes pictographs difficult to read and is not preferred.
