The stars presented to company C is 14 star.
When it is converted to a rating on 10 scale, it will become 14×2=12.
However, the problem in pictographs is you can not determine the portion of the picture the image represents.
For example, in this case, company C has 14 star but the creator might have intended 13 star.
This makes pictographs difficult to read and is not preferred.
