We know that the third charge should be placed on the line joining the two charges and in between them.

Distance of third charge from smaller charge is given by
x=(q1q2+q1)L
where q1 is charge of smaller magnitude and q2 is charge of large magnitude.

x=[9×10916×109+9×109]×0.5

x=0.21 m
