[Ti(H2O)6]3+ is coloured while [Sc(H2O)6]3+ is colourless This is because, in Ti(H2O)6 has unpaired electron for d-d transition( responsible for colorness of a complex compound) so it is coloured .while Sc(H2O)6 can not undergo d-d Transition as do not have unpaired electrons so it is colorless.
