The Cumulative Distribution can be calculated as :

$\begin{matrix} Monthly income (Rs) & No. of households(Cumulative) u p t o 40000 & 3 u p t o 50000 & 10 u p t o 60000 & 18 u p t o 70000 & 23 u p t o 80000 & 28 u p t o 90000 & 31 \end{matrix}$

Since, there are 31 households, the Median will be given by the 16th household.

The 16th household has an income of Rs. 60000 according to the table.

$∴$ Median = Rs. 60000
