how can we say that carbon is neutral . give reasons.

All atoms are neutral unless they do not bond with another atom. Atoms that form ionic bonds gain either positive or negative charge. Carbon forms covalent bond meaning it shares electrons with other atoms and thus no charge is developed on it and can be stated as neutral atom.
