If the pulley is not frictionless than there acts a torque on the pulley due to friction and this is possible if tension in the thread on both sides of the pulley is different.If tension in the rope on the left side is T1 and the tension in the rope on the right side of pulley thanTorque due to T1 about the centre of pulley of radius R is =T1×RTorque due to T2 about the centre of pulley of radius R is =T2×RNet torque is T=(T1×R-T2×R)I×α=(T1×R-T2×R)Regards
