Non cooperation was turned into a nationalist movement by the efforts and plans of Gandhiji. Gandhiji decided that movement should unfold in stages. It should begin with surrender of titles provided by the British government followed by the boycott of army legislature or judiciary, schools, foreign goods etc Then, if the government used repression the movement can turn into civil disobedience. Many people connected with Gandhiji and participated in non cooperation movement
