Intial number of ribbons = 7

The number of ribbons in each packet is $x$
The number of ribbons in three packets $= 3 \times x = 3 x$

Total number of ribbon = 28

$\Rightarrow$ Intial number of ribbons + Number of ribbon in three packet = Total number of ribbon
$\Rightarrow 7 + 3 x = 28$

Subtract 7 from both the sides
$\Rightarrow 7 + 3 x - 7 = 28 - 7$
$\Rightarrow 3 x = 21$

Divide by 3 on the both sides
$\Rightarrow \frac{3 x}{3} = \frac{21}{3}$
$\Rightarrow x = 7$

Number of ribbon in each packet is 7.
