The correct option is C called, Active
When a subject is directly acting on the object, the sentence is written in Active voice
When the object is acted upon by the subject, the sentence is written in Passive voice.
Option C is correct because the given sentence shows what a person or thing does. Therefore the sentence proves to be in active form along with the verb which is identified as past participle form.

'Scrutiny' in the sentence is a noun and is not in the form of past participle. Therefore options A and B are incorrect.

'Called' is the correct form of past participle of call. But the sentence is not in passive form, therefore option D is incorrect.

Option C is the correct answer.
