The rate of decarboxylation of isomeric pyridine acetic acids by the similarly mechanism the order is 1>2>3. Because in case of (1) hydroxide ion forms a hydrogen -bonded bridges between the carboxylate oxygen and ring nitrogen as in reaction. in case of (3) the acetic acid group is far away from the nitrogen atom so there is no chance to form hydrogen bond bridge with nitrogen atom.
