When ethyl alcohol reacts with PBr3 it forms ethyl bromide as a product which on reaction with alc KOH undergoes β-elimination reaction to form ethene as a product. The ethene on reaction with dil. H2SO4 undergoes hydrolysis to form ethyl alcohol as a product.
