charge q = 4C
from potential $V_{1}$ = -10 Volts to $V_{2}$ = V Volts
so,
$W = q △ V$
$W = q (V_{2} - V_{1})$
$W = 4 [V_{2} - (- 10)]$
$\frac{100}{4} = V_{2} + 10$
$V_{2} = 15 v o l t s$
