The correct option is B $4 : 3$
$15$ % of $x = 20$ % of $y$
$\Rightarrow \frac{15}{100} x = \frac{20}{100} y$

$\Rightarrow 3 x = 4 y$

$\Rightarrow \frac{x}{y} = \frac{4}{3}$
