The reaction involved is
3Ba(OH)2+2H3PO4Ba3(PO4)2+6H2O
From above reaction, it is clear that
3 moles Ba(OH)2 react with 2 moles H3PO4 to give 1 mole Ba3(PO4)2
1 moles Ba(OH)2 consume 23 moles H3PO4 to produce 13 mole of Ba3(PO4)2(1)
Here, Ba(OH)2 is limiting reagent as only 2 moles of Ba(OH)2 is provided & 21 moles of H3PO4

1 mole Ba(OH)2 produce 13 mole of Ba3(PO4)2
