If all the forces acting on a body are not balanced, then the body changes it's speed and/or direction. In the situation where the body is at rest and net force is not zero, it will start moving.
However, if the applied force is balanced by a second force such that the net force on the body is zero, it will maintain it's state of motion (direction and magnitude of speed). For an example, if a block of wood at rest kept on the floor is pushed by a man further towards the ground, it will not move. This happens because the ground applies an equal and opposite force to counter the extra force applied on it and net force on the block of wood remains zero.
