The correct option is C $500$
Let the C.P. $=$ Rs. $x$ .
Then First loss $%$ $= \frac{(x - 400)}{x} \times 100 = \frac{100 x - 40000}{x} %$
Second loss $%$ $= \frac{(x - 380)}{x} \times 100 = \frac{100 x - 38000}{x} %$
Given, $\frac{(100 x - 38000)}{x} - \frac{(100 x - 40000)}{x} = 4$
$\Rightarrow 100 x - 38000 - 100 x + 40000 = 4 x$
$\Rightarrow 2000 = 4 x$
$\Rightarrow x = 500$
