$P = 2 (l + b) = 2 (18 + 12) = 2 (30) = 60 m$

Lowest form of $= 12 : 60$ $= \frac{12}{60} = \frac{1}{5} = 1 : 5$ ( Divide both $12$ and $60$ by their HCF $12$ )
