Inert gas have completely filled electronic configuration.

An atom being able to complete octet in their valence shell will be chemically stable. Thus they will have less tendency to react with other elements. Or we can say that they are chemically unreactive. This is why noble gases are also called inert gases(being inert in nature).

Example: Neon has 10 electrons and its electronic configuration: 2,8

Therefore, if the outermost shell of an atom has eight electrons, it is called inert gas and is chemically unreactive.
