It has 4 edges of length 4 cm and 8 edges of length 2 cm.
$\therefore \text{New perimeter}=4\times \left(4\text{cm}\right)+8\times \left(2\text{cm}\right)$
$=16\text{cm}+16\text{cm}$
$=32\text{cm}$

Note that the perimeter of the frame has not changed even when 4 small squares were cut out of it!
