If we know that the bars are thin and that the magnetized one is magnetized on its longest axis (that is, the north and south poles are at the tips of the bar, not the sides), then forming a “T” shape with the two bars will reveal which one is the magnet. There will be a much stronger attraction when the vertical part of the T is the magnet, since the magnetic flux is strongest at the tip. This is the more elegant answer
