Let the number be $x$.
As per problem,
$40$ is added to a number and $3$ is multiplied to the number then equation we will get be,
$3x+40$
Given is that result will be same, if $17$ is added with number and multiplied by $2$ equation will be
$(x+17)2=2x+34$
As per problem, both equations are same so
$2x+34=3x+40$
$3x-2x=34-40$
$x=-6$
So, the no is $-6$. if we subtract $9$ and multiply by $4$, we will get
$=(-6-9)\times 4$
$=(-15)4$
$=-60$
