Let the point of intersection of the diagonals of the rhombus be denoted by the point O
$PO=\frac{PR}{2}=12cm$
$QO=\frac{QS}{2}=9cm$
$PQ=\sqrt{P{O}^2+O{Q}^2}=\sqrt{{12}^2+9^2}$
$=\sqrt{144+81}=\sqrt{225}=15.$cm
$\therefore$ side = 15 cm
$\therefore$ Perimeter = 4(side) = 60 cm.
