The correct option is E $R_{2} a n d R_{3}$ only
A voltmeter reads the potential difference across its two ends. Since the same ends are the ends of both resistors $R_{2}$ (potential drop across an ideal ammeter is zero) and $R_{3}$ , the read of potential difference would also be the potential difference across them.
Hence the correct answer is option E.
