The council of ministers assisted the king in his daily affairs.
Some of the important officials were Mahasandhivigraha (the negotiator), Mahabaladhikruta (military general), Bhogapati (tax official), and Doota.
The empire was divided into provinces for better administration.
(ii) Relation between the feudatory chiefs and the king
The feudatory chiefs paid tributes to the king.
They sent armies to the kings if needed and in return received land grants from the king.
They gradually became independent when the king became weak.
