Government's decision to scrap sugar distribution through PDS assumes that jaggery is available to the poor at reasonable prices. If it were not true, The government's decision would have been illogical. Thus, assumption I is implicit in the given statement. 1 Assumption II, if taken in the context of sugar distribution only, is also implicit in the given statement. This is so because the PDS, which earlier helped in distribution of goods to the poor, is no longer useful because the poor now have cheaper substitutes to those goods. Hence, option (d) is the correct answer.
