The correct option is B Only when a Gaussian surface is an equipotential surface and |E| is constant on the surface.
The integral form of Gauss law is given by,

EdA=qencε0

Given that,
|E|=qencε0|A|qencε0=|E||A|

From these two equations, we get

EdA=|E||A|

The above expression is valid only when |E| is constant on the surface.

And also, the angle between E and dA is zero.

Therefore, E should be parallel to dA, and which implies E should be perpendicular to the plane of the area of the surface.

E will be perpendicular to the plane of the area of the surface when the surface is an equipotential surface.

Hence, option (B) is correct.
