Solution

Given: l(PQ)=3.5 cm, l(QR)=4.5 cm and l(PR)=6.5 cm
We know that the opposite sides of a parallelogram are equal in length. So, l(PQ)=3.5 cm, l(SR)=3.5 cm, l(QR)=4.5 cm and l(PS)=4.5 cm.

Steps of construction:
(1) Draw diagonal PR = 6.5 cm.

(2) Then, draw an arc taking P as centre and 3.5 cm as the radius. Now, draw another arc with R as the centre and 4.5 cm as the radius, cutting the previous arc at Q. Then, join PQ and QR.

(3) Draw an arc on the opposite side of Q by taking P as centre and 4.5 cm as the radius. Then, draw another arc with R as the centre and 3.5 cm as the radius, cutting the previous arc at S. Then, join PS and RS.

Thus, PQRS is the required parallelogram.
