At t=0, current I=0
therefore,$V_R=IR=0$
Hence $V_L=10V$

$V_L=E{e}^{-\frac{t}{\tau }}$

Therefore, at t=1 s

$V_L=E{e}^{-\frac{1}{\tau }}$

$V_L=10e^{-\frac{t}{L/R}}=10e^{-1}$

And at t=1 s$V_R=10-V_L=10(1-1/e)$
