Given, $x = 30^{\circ}$ ,
So, $2 x = 60^{\circ}$

Also, $2 x + 3 y = 180^{\circ}$ (linear pair)

Replacing $2 x$ in the above equation,
$60^{\circ} + 3 y = 180^{\circ}$

$y = 40^{\circ}$
