The correct option is C $\frac{M g}{3}$
Free body diagram of block of mass $M$ and pulley is as shown.

From condition of equillibium, we have
$T + T^{'} = M g$
And, $T^{'} = 2 T$
$⟹ T = \frac{M g}{3}$
