From the statement of the problem it is clear the Deshmukh is meeting field officers to discuss a strategy for implementing a new programme. In such meeting senior officers should try to understand implementation issues in great details so that the programme is properly implemented. The style of Mr. Deshmukh is quite contrary to this desirable practice. It is not polite to talk about one’s career assignment unless the situation demands. It is not necessary for Mr. Deshmukh to claim that he understands the logistic problems expected in rainy season.

So the correct answer choice is (a)

(b) No doubt some officers may come up with excuse. But Deshmukh should explain why an excuse is not acceptable Listening is not dispensable
