$\Rightarrow 60$ lit $= \frac{6}{100} m^{3}$
$\Rightarrow$ Pipe delivers $0.06 m^{3}$ per minute
Volume of cylinder $= π r^{2} h = \frac{22}{7} \times \frac{7}{2} \times \frac{7}{2} \times 3 = \frac{241}{2} = 120.5$ $m^{3}$
$\Rightarrow$ Pipe would fill cylinder in $= \frac{120.5}{0.06}$ minutes
$= 2008.33$ minutes
$= 33.47$ hours
$= 33$ hours $28$ minutes $12$ sec.
