When a hydrocarbon is burnt in sufficient supply of air, carbon dioxide gas is formed.

But when a hydrocarbon is burnt in insufficient supply of air, carbon monoxide gas is formed.

So, carbon dioxide is not always formed when a hydrocarbon is burnt.
