Fire has no cells.
Fire is a mixture of high-temperature gases and isn’t an organism, while organisms are made of living cells.
On the other hand, you could say that fire contains cells when an organism catches fire. In the burning process some pieces of tissue that’s light enough may catch an upwind by the heated gases and hover inside the fire or even get carried out of the flame. In this aspect, some cells that haven’t been incinerated yet may may be interpreted as “fire containing cells”.
