No, it is not safe for an electrician to carry out repairs outdoors during heavy down pour, when it rains heavily, the rain water dissolves many impurities from the atmosphere and becomes conductor of electricity. The air becoming humid with this water being highly conductive may cause dreadful shock to the electrician and he might even get electrocuted.
