Is meritocracy better than democracy? Why? Why not?

Meritocracy is a concept in which the people hold a public office on the basis of their ability but in democracy it is the rule of the people where more than the ability to will for the public welfare is kept in the mind. Both have certain pros and cons. Like Meritocracy would be bringing a better capable person as a leader however, it has also been observed that the able people with time inclined to their self interest. We already know about the pros and cons of democracy. Thus it would be interesting to see such combination if both the idea prevails.
