IUPAC name of ethylidene cholride is 1,2-dichloroethane. Does 'ene' in ethylidene not represent double bond ?

ethylidene has double bond and ene represent the double bond,where as 1,2 dichloro do ethylidane has two additional chlorine atoms hence double bond between carbon atoms are reduced to single bonds which is occupied by chlorine atoms
