Lewis acid character is due to lack of electrons and capability of compound to make more bonds.
Lewis acid character increases from top to bottom for a given halide in the group. Again acid character increases with increase of electronegativity of halogen(because as electro-negativity increases, compound become more electron deficient and it become more acidic). So TeCl4 is a better Lewis acid than TeBr4,SCl4andSeCl4.
