The Harappan civilization appeared in the floodplain of the Indus and Hakra rivers. Mesopotamia civilization was located in the valleys between the Euphrates and Tigris rivers. Harappan civilization was predominantly controlled by ritual specialists, merchants, and individuals controlling important resources. Harappan civilization may have developed the first democracy and Mesopotamia civilization developed the first monarchy.
