The Rajya Sabha, i.e., the Council of States, is the Upper House of the Union Parliament. It offers portrayal to the States of the Indian. It has various powers and functions out of which two functions are:
1) It can authorise the parliament to make a law on the subject enumerated in the State List.
2) It can authorise the parliament to create new All India services common to both the centre and states.
