• Alkali is the basic, ionic salt of n alkaline earth metal or alkaline metal. for example: $\mathrm{Mg}{\left(\mathrm{OH}\right)}_2,\mathrm{NaOH},\mathrm{KOH}\mathrm{etc}$.
• A base that is not an alkali is Copper oxide$\mathbf{CuO}$. because the base, copper oxide reacts with an acid to neutralize them but it is not water-soluble. and copper is neither an alkali metal nor alkaline earth metal.
