Alkali are the metals present in I^stand II^nd group of periodic table.
These reacts with water to form strong bases known as alkalies. Example : $NaOH$ , $KOH$ etc.
So, a base which is not an alkali is zinc (II) hydroxide ( $Zn {(OH)}_{2}$ ) because zinc is not an alkali metal.
