Alkyl groups, a +I group, destabilise carbanions by releasing more electron density while the higher electron negative groups like halogens have I effect which withdraws the electron density and stabilizes the negative charge of carbanion. The anions which are more stable than CH3CH2 are I, II, IV, V & VII.
