For New Zealand : $\frac{17}{45}\times 100=37.78\%$
For Nigeria : $\frac{14}{36}\times 100=38.89\%$
For South Africa : $\frac{17}{40}\times 100=42.5\%$

Hence, South Africa has the highest percentage of bronze medals as a percentage of the total medals won by it.

Note: Here we do not need to calculate values for Canada and New Zealand as we can tell just by observing and comparing that they are definitely less than the value of South Africa.
